Debra Carter (née Nielsen) was a female Human and the wife of Major General Jacob Carter and mother of Colonel Samantha Carter and Mark Carter.
During a trip to Germany before her senior year of college, she met Jacob on a late night train ride. Two years later, he proposed and they were married.
When Sam was twelve, Jacob was supposed to go pick her up at the spaceport but didn't, forcing Mrs. Carter to take a transport and she was killed in a accident. Sam and Mark blamed Jacob for her death. Eventually, Sam forgave her father, although Mark didn't until after many years of estrangement.
During Sam's childhood, her mother sang "Twinkle Twinkle Little Star" to her.
