Earth-38 was evacuated after the quantum tower failed to stop the antimatter wave, but while it could hold it off. In the end, three billion citizens of Earth-38 were successfully evacuated. At least a billion more made it to safety due to Oliver Queen's heroic efforts and refusal to abandon the defense of the quantum tower until he was overpowered and beaten to death by shadow demons.
History
On December 10, 2392, Harbinger gathered select heroes of Earth-1 to Earth-38, which was being wiped out by a wave of antimatter. The quantum towers which Mar Novu placed on Earth-38 at the dawn of time rose to the plantet's surface and helped to disperse the antimatter for a short while. However, Mobius's army of shadow demons were quick to thwart their plans.
Alex Danvers looked to Lena Luthor to build a big enough transmatter portal to evacuate everybody to Earth-1, which Lena agreed to despite their differences.
In defense of the quantum tower, the heroes of Earth-1 fought the shadow demons from a fortified position while Kara and Clark fought the shadow demons from outside. They manage to hold them off for a short while, but the quantum tower was struck and the skies turn red once more. Kara and Clark were able to make the tower operational long enough by charging it with their heat vision for the evacuation to take place.
Meanwhile, J'onn gathered an armada ships to board the citizens of Earth-38, including one left by the Legion.

The heroes took one final stand on the roof of the tower. However, the Monitor told them the battle was lost and to save their resources for future battles. While the heroes continued to fight, the Monitor sent them to Earth-1 one at a time. When he told Oliver it was time to retreat, Oliver refused to leave until everyone was evacuated. As the Monitor tried to send Oliver back to Earth-1, Oliver fired a specialized arrow that managed to temporarily disable the Monitor's powers. Oliver continued to fight off the shadow demons until he ran out of arrows. As the creatures swarmed around Oliver, he took one final stand; dropping his bow and charged towards the army. As Earth-38 was hit by the antimatter wave, a ship or two passed, and then the Legion's cruiser flew through and the portal closed, moments before National City was engulfed in antimatter; the Monitor brought Oliver back to Earth-1, but the latter had already sustained fatal injuries, and died minutes later.
Aftermath

In the end, there were an estimated three billion evacuated, with one billion making it to safety due to Oliver staying behind and continuing to fight off the shadow demons to his last breath.
After Oliver's untimely death (as, according to the Monitor, Oliver had been destined to die in the Crisis, but things were happening differently than had been expected), Mar Novu went back in time and retrieved the Book of Destiny—which had been destroyed by the heroes of Earth-1 and Earth-38 when Novu had tested Earth-1 to prepare for the Crisis—and got it back intact. He then consulted the Book to figure out what to do next. Kara hopefully asked the Monitor whether the Book could be used to restore destroyed Earths—like Earth-38. He informed her that attempting to do so would drive the user to insanity. Nonetheless, a short time later, after the Book was reclaimed from Lex Luthor—who stole it and an interdimensional extrapolator; jumping between universes and using the Book to kill every version of Superman he could find across the multiverse—Kara was still determined to try to restore her Earth. She and Kate interrogated Lex over how to use the Book, and he told them—but he also ended up giving Kara the same warning the Monitor had: attempting to utilize the Book to restore a whole universe would drive the user out of their mind. Thus, in the end, Kate refused to allow Kara to try to use the Book to bring Earth-38 back.
Unfortunately, Oliver's sacrifice was in vain as Mobius was ultimately successful in destroying the multiverse; including Earth-1, meaning that the refugees from Earth-38 were still doomed and were killed.
A month later however, Oliver (resurrected as a Spectre) and the Paragons were able to restart a universe, and some of the citizens from Earth-38, most notably those from National City, were restored; now residing in Earth-Prime's version of National City.
