- For the primary universe counterpart, see Jean-Luc Picard.
- "The greatest General the mighty Confederation of Earth has ever seen. The most bloodthirsty, merciless, ruthless Human to ever set out to conquer the galaxy."
- — Q to Picard's prime reality counterpart, 2401
General Jean-Luc Picard was a ruthless and highly successful general of the Confederation of Earth. During his years of service, he subjugated and conquered hundreds of species and annihilated several planets, such as Qo'noS. At one point, he had either overseen or directly commanded the CSS World Razer.
By 2401, General Picard had obtained a synthetic body, as a result of his battle with Gul Skrain Dukat. That year, Picard was to speak at the Eradication Day ceremonies on Earth, where he was to publicly execute the Borg Queen and receive the title of "Borgslayer".

General Picard had a large home on Earth, maintained by android servants and Romulan slaves. In one room of the house, he maintained a large trophy collection. (PIC episodes: "The Star Gazer", "Penance")
In a continuation of this timeline, Picard was still a General of the Confederation of Earth in 2402. (Star Trek: Confederation)
- Like his prime reality counterpart, General Picard was played by Patrick Stewart. The "real" General Picard is only seen in holographic recordings, since he is later replaced by the Picard of the prime reality as a result of Q's time meddling.
