The Second Federation-Romulan War was a military conflict fought between the United Federation of Planets and the Romulan Star Empire in the late 23rd century in the Alpha and Beta Quadrants from 2294-unknown. The war was fought by the Romulans that wanted revenge for what happened during the Earth-Romulan War of 2155-2160 in the 22nd century. (Starship Helena)

The war began in 2294 with the attack on Terra Nova, one of Earth's settlements. Salem One's construction was ordered by Starfleet Command even though they knew the area of space was claimed by the Romulans. One starship to take part in the war was the USS Helena under the command of Captain Marcia Taylor, After the attack on Terra Nova she was one of the ships that laid pursuit of the Romulan fleet that was responsible for the attack. The Helena was ambushed and Taylor was put on trial for her recklessness during the incident but was not found guilty of the charges.
The Romulans went immediately onto the offensive extending their borders. At the same time Starfleet continued to reinforce its positions to defend against the Romulans.
Three months into the war the morale for the Federation and Klingons was low with the constant retreats and high losses such as those suffered by the Seventh Fleet at the Battle of Tyra.
